C/KC-130T Control Display Navigation Unit (CDNU) CDNU-900 to CDNU-7000 Series Update

The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a sole-source, cost plus fixed fee Delivery Order under Basic Ordering Agreement (BOA) N00421-21-G-0005 to Rockwell Collins, Inc (RCI), 400 Collins Rd NE, Cedar Rapids, IA. 52498 to replace the Control Display Navigation Unit (CDNU) 900 currently installed in the C/KC-130T due to obsolescence issues.

Specifically, the re-hosting, vice porting, of the software from the CDNU-900 to a new CDNU-7000 series. The software will have a new, modernized software codebase that captures all of the existing capabilities and modernizes the code to meet current standards and airworthiness certification requirements. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C.

3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” RCI is the Original Equipment Manufacturer (OEM) of the Control Display Navigation Unit (CDNU) and associated support equipment. The Government does not possess adequate data or the rights necessary to competitively award this requirement.

As the sole designer, developer and OEM, RCI is therefore the only company that has the ability, resources, technology and documentation necessary to modify, develop, produce, maintain and support these systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement.

The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
