Sources-Sought Notice for Animal and Zoonotic Disease Center, Ames, Iowa The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service anticipates advertising a project to construct a building addition that will house an Animal and Zoonotic Disease Center laboratory. This biosafety level-3 lab addition on the campus of USDA’s National Centers for Animal Health in Ames, Iowa, would comprise approximately 13,500 square feet.

The project includes a crawl space of approximately 6,400 sf beneath the BSL-3 lab spaces, incorporating 2,200 sf of office space, and converting another building, which houses the current Mycobacteriology lab, into a storage facility. The NAICS code for this project is 236220, with a small business size standard of $45 million. The estimated magnitude of the project is more than $10 million.

Should a solicitation be posted, it will specify proposal evaluation criteria that includes offerors’ demonstrated experience in the construction and commissioning of BSL-3 or -4 labs. Offerors with this experience would be rated more favorably than those without. Based on the responses to this sources-sought notice/market research, this requirement may be set aside for small businesses or procured through full and open competition. No feedback or evaluations will be provided to companies regarding their submissions.
