DoD HIV/AIDS Prevention Program (DHAPP) PM Support

Refer to Amendment 0004. This amendment revises the Addendum to the FAR 52.212-1 and -2 and revise Attachment 2 and Attachment 3 for the purpose of clarifications. This amendment DOES NOT extend the proposal deadline and questions in response to this amendment WILL NOT be accepted. All other terms and conditions remain unchanged. Refer to Amendment Three (0003), revising the RFP Addendum 52.212-1 & 2, update to Travel CLIN descriptions, revise the PWS and update Attachment 2 - Pricing Sheet.

Refer to Change Page for details. This Amendment does NOT extend the proposal submission deadline. Refer to Amendment Two (0002) for extending the proposal submission deadline from 8 March 2024 at 1pm EST to 20 March 2024 at 10am EST. This amendment also provides answers to questions received in response to the RFP, revises the Addendum to FAR 52.212-1 and -2, revises RFP Attachments 1, 2, and 3, adds Attachment 8 and removes DFARS 252.225-7976.

Refer to Amendment One for Questions due date, due NLT 10:00am EST, 22 February 2024. The Government is issuing this Request For Proposal (RFP) as a 100% 8a Small Business Set-Aside for the acquisition of commercial services IAW FAR 12 using Part 15 acquisition procedures. This RFP is for DoD HIV/AIDS Prevention Program Project Management services and support (refer to attached PWS).

The NAICS code for this requirement is 541611, Administrative Management and General Management Consulting Services, size standard of $24.5 million. Only one contract will be awarded from this RFP; however, the Government reserves the right to withdraw, modify, or eliminate various aspects of the requirement determined to be too costly or impractical prior to award.

The Government will award of a firm fixed-price contract for a period of 60 months (12-month base year plus four (4) 12-month option periods, with the option to extend up to six months). Initial offers should contain the offer's best terms from a price and technical standpoint. Proposals that do not comply with the solicitation instructions may be rejected without consideration.
