Biosolids Sludge Dryer Alternative

The International Boundary and Water Commission anticipates issuing a solicitation in support of the International Boundary and Water Commission (IBWC) Nogales Field Office.

General Information: The Contractor shall provide all labor, material, equipment, tools, transportation and supplies necessary to purchase and install biosolids electro-osmosis dryer(s) and/or low temperature dryer(s), and the purchase and installation of automated screw press(es) for the Nogales International Wastewater Treatment Plant (NIWTP). Biosolids equipment shall allow for redundancy by providing additional units.

The Contractor of this Contract shall provide detailed design specifications and requirements essential to the design and construction of an enclosure for the equipment and for any necessary connections. USIBWC will include necessary information in the solicitation of the separate contract. The work is located in Rio Rico, Santa Cruz County, Arizona. A site visit date will be listed in the Solicitation. The magnitude of the project is estimated at over $10,000,000.

Procurement will be solicited as full and open competition. The solicitation will result in a Firm-Fixed Price (FFP) contract to the lowest priced technically acceptable offeror that provides the best value to the IBWC. The anticipated period of performance is 540 calendar days after the notice to proceed has been issued. The North American Industry Classification System (NAICS) code is 423830 Industrial Machinery and Equipment Merchant Wholesalers. The Size Standard is 100 employees.

Prospective contractors shall be registered in the System for Award Management (SAM) in order to be eligible to receive an award from solicitation and have the NAICS code listed above under Reps & Certs. Release Date: The anticipated posting date of the solicitation is no sooner than 15 days after the publication of this notice, on or about April 7, 2025 (this is a target date which may slip or change). Once published, the Solicitation will be available for a minimum of thirty (30) calendar days. Upon release to the public, the solicitation as well as any attachments will be available at the System for Award Management (SAM.gov) website at: https://www.sam.gov. The solicitation will specify the actual date and time for proposal receipt.
