[1/17 1:06 PM] Cox, Brenden S (SA) PO3 USCG SFLC (USA) This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. The United States Coast Guard Surface Force Logistics Center has a requirement for the following:

The CTR shall provide: SOW for Steering Proportional Valve USCGC GEORGE COBB (WLM-564)

1. Background: While patrolling in DPS autopilot, MPCMS annunciated a STBD Z-drive positioning alarm. Upon shifting to the Z-Conn steering mode, ships force noticed that the STBD Z-drive could only be controlled in the CW direction. After shifting to the emergency steering mode from ECC, the STBD Z-drive continued to spin CW without any control input. Ships Force (SF) disconnected all electrical control cables from the STBD directional control valve, and the Z-drive continued its CW rotation.

Manual actuation of the solenoid resulted in slow operation in the CCW direction and normal operation in the CW direction. As part of the troubleshooting process, SF swapped electrical solenoids between port and STBD Steering Proportional Valves and the issue switched to the port Z-drive indicating a faulty solenoid. SFLC does not have any replacement Steering Proportional Valves on hand and OEM is no longer in business. Cutter is currently unable to meet full operational commitments.

2. SFLC engineering recommends replacing both Port and STBD Steering Proportional Valves. 3. Steering Proportional Valves to be configured IAW Controlled Enterprise Incorporated VS8640-VB131B. The valve is identified in CG Tech Pub Appendix A.9 (attached) and compatible with Z-Con/Tano steering system described in TP: 3605C (attached). 4.
