NOTICE OF INTENT TO SOLE SOURCE AND SYNOPSIS The U.S. Government, Medical Readiness Contracting Office - West, JBSA - Fort Sam Houston, Texas intends to award a supply contract to provide Blood Bank Reagent testing supplies (including equipment, maintenance, and support at no extra cost to the government) located at Fort Johnson, LA used in support of the Pathology testing mission at Bayne Jones Army Community Hospital (BJACH) due to the MHS Genesis Network backlog delay. Ordering Period is from 01 October 2024 to 30 September 2025. The proposed contract number will be awarded on a sole source Firm-Fixed Price (FFP) action to:

Ortho-Clinical Diagnostics, Inc. (CAGE Code: 1C0L5) 1001 Us Highway 202 Raritan, New Jersey 08869-1424, United States Synopsis Description of Supplies: The contractor shall provide Blood Bank Reagent testing supplies (including equipment, maintenance, and support at no extra cost to the government) located at Fort Johnson, LA.

The blood bank testing instruments, reagents and consumables will provide a fully automated, discrete random-access analyzer system capable of performing all required systems and services necessary.

The Contractor shall be responsible for furnishing automated transfusion analyzer systems and independent workstation (inclusive of instruments, ancillary equipment, maintenance, services, repairs, support, parts as required to maintain the systems in optimal operating condition, and any installation and removal, at no extra cost to the Government). The Contractor shall perform to the standards of IAW the Statement of Work (SOW).

The clinical tests provided by this instrument will help provide appropriate patient care, avoid unnecessary costs, and delays in diagnosis. The North American Industrial Classification System (NAICS) Code that best fits this requirement is– 325413, In-Vitro Diagnostic Substance Manufacturing. The NAICS code selected best fits FSC 6550 – In-Vitro Diagnostic Substances, Reagents, Test Kits, and Sets.

Small Business Size Standard: 1,250 employees. This sole source requirement is issued under the statutory authority of FAR 13.106-1(b)(1):

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.

The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a sole source is reasonably available to fulfill the stated requirement. The notice of intent is not a request for competitive proposals. This sole source synopsis is for informational purposes only.
