5-year IDIQ for Seismic Equipment

Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for Seismic Equipment with 5-year ordering period The purpose of this amendment is to answer submitted questions and extend the due date until 04/19/2024 1500PST. No additional questions may be accepted. Contractors are required to sign and return copies to the issuing agency. This procurement follows the procedures outlined in FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 15, Contracting by Negotiation.

This is a solicitation for a firm fixed price indefinite delivery-indefinite quantity (ID/IQ) contract for seismic equipment throughout a five-year period. The equipment will be ordered through specific delivery orders issued as specified in the contract using the pricing stated in the award document. The Government shall place the first order totaling the minimum of $50,000.00 over the full term of the contract, concurrent with the issuance of the Basic Contract.

The maximum quantity for the full term of the contact shall not exceed $20,000,000.00. This maximum quantity is not a representative to an offeror or contractor that the maximum quantity will be required or ordered or that conditions affecting delivery orders will be stable or normal. The initial task order under this contract will fulfill the minimum quantity requirement and will be awarded concurrently with the award of this contract.

Under terms of this contract, the Government shall place orders totaling a minimum of $50,000.00 over the ordering period of the Contract. The five-year ordering period (currently estimated as 06/01/2024 through 05/31/2029) may be adjusted based on the actual award date of the contract to permit an ensuing five-year ordering period. All dates in this document referring to the above five-year period will be adjusted accordingly at contract award.

The contract will be structured to allow for delivery orders against the resultant IDIQ contract to be fixed-price. Firm fixed-price delivery orders issued will be based upon the fixed price equipment category prices. Contractor shall provide equipment in accordance with the attached salient characteristic document Titled "TestingSpecs2024" or otherwise described in individual delivery Orders.

Equipment Requirement: New equipment ONLY, NO grey market or refurbished products. All items must be covered by the manufacturer's warranty. Your company must be registered and active in System for Award Management (www.sam.gov) at time of proposal submission. Please submit Unique Entity Identification (UEI) number with proposal. Your submission shall include the following:

1. Signed SF 1449 form filled in with firm information, person signing, and line-item prices, offered, etc) on Block 17a and Block 30a-c.

2. Firm, fixed price proposal. Prospective contractors will provide individual pricing for all equipment categories over the 5-year ordering period, including estimated delivery time by completing the attached Schedule of Pricing. Each year shall be individually priced in a clear and concise format.

3. Technical submission. Include product specifications or literature, country of manufacture, etc.

4. Past Performance. Provide list of prior recent and relevant contracts; within (3) years and similar scope. Vendor shall provide contact information for at least (3) references.

5. System for Award Management UEI. Questions are due in writing to yangzhideng@usgs.gov by 03/19/2024, 1500 PST. Responses are due to the Contract Specialist's email address at yangzhideng@usgs.gov by 04/12/2024, 1500 PST. Proposals submitted by hardcopy shall not be accepted or considered.
