bulk rock geochemistry analyses

This is a notice of intent to solicit from a single source for the USGS Alaska Science Center in Anchorage, AK. The US Geological Survey (USGS) intends to negotiate a purchase order with ALS Global for bulk rock geochemistry analyses as described in the attached Statement of Work. ALS Global is the only known source that has the knowledge and experience required that meets the government's minimum needs.

There is a long record of work done by ALS, with a substantial data set of duplicate analyses of USGS Rock Standard Reference Materials, submitted to that lab "blind" and interspersed along with other project samples for each sample submission.

Analyses performed under this contract will supplement data obtained from the same physiographic province every year since 2013. The data product(s) to come out of this project will benefit from having an internally consistent document of analytical procedures and detection limits (i.e. metadata). Switching labs now will introduce unnecessary complexity in metadata documentation because we would need to report data obtained at multiple labs, using different techniques, elements, and levels of detection.

Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2 and 5.101(a)(2). This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency.

No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380, Testing Laboratories and Services, with the associated size standard of $19 million annually. This is Subject to the Availability of Funds. Responses or inquiries shall only be accepted through electronic mail addressed to thuot@usgs.gov and must be uploaded and received in their entirety no later than 08/05/2023 1700 PD. Responses submitted by hardcopy or through SAM.gov shall not be accepted or considered.
