Liquid Nitrogen Fertilizer Blend

This is a combined synopsis/solicitation for commercial goods and commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B25Q0127 and is issued as a request for quotation (RFQ).

This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-03. This will be a small business set-aside. The NAICS code is 325314 - Fertilizer (Mixing Only) Manufacturing with a small business size standard of 550 employees. The USDA, ARS, in Prairie du Sac, WI has a new requirement for 32% Urea Ammonium Nitrate (UAN) and Ammonium Thiosulfate (ATS) liquid fertilizer blend for corn.

32% UAN and ATS Blend Quantity Ingredient 50 tons 32% UAN (32-0-0) 5.5 tons ATS (12-0-0-26S) 2 semi loads blended and delivered by 5/20/2025. Remaining balance delivered within 3 business days of farms request (approximately 6/1/25 to 6/15/25 depending on weather conditions) to S8822 Sunset Drive, Prairie du Sac, WI 53578. The following FAR clauses and provisions apply to this acquisition.

Emails without the RFQ number in the subject line may not be seen, read, and /or reviewed and therefore disqualified from consideration. The government anticipates an award of a firm fixed priced contract resulting from this solicitation to the responsible vendor whose quote meets or exceeds the specifications listed and that will be the most advantageous to the government in accordance with FAR 13.106-2.

The award will be made on a Lowest Price Technically Acceptable (LPTA) basis based on price and the technical capability of product quoteded. LPTA means the lowest priced quote that meets the requirements of the attached specification document.

ITEMS TO BE INCLUDED IN QUOTE: In order to be considered for award Vendors shall provide a Quote on company letterhead, to include:

REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an quote and will be considered.

PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer via IPP.gov. Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting quotation.
