This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0176 is issued as a Request for Quotation (RFQ) for Transmission Electron Microscope Repair.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-06 dated 08/27/2025. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The applicable North American Industry Classification Standard Code is 811210. The small business size standard is $34 Million.

This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. The Service Contract Labor Standards Wage Determination Number 2015-5623 for Alameda, CA is applicable and is attached. The Agriculture Priorities and Allocations System (APAS) and assigned rating are not applicable to this solicitation. See “Attachment 1 - Solicitation Terms and Conditions” for applicable clauses, instructions, and evaluation criteria.

There are no additional requirement(s) or terms and conditions (such as financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. Quotes are due by the date/time/time zone listed in the “Date Offers Due” field. Submit quotes to the Primary Point of Contact and Secondary Point of Contact (if applicable) by the “Date Offers Due”.

Quotes received after the established “Date Offers Due” deadline will be considered late. Late quotes may only be considered if it is in the Government’s best interest and if it will not unduly delay award. Questions regarding this solicitation shall be submitted in writing to the Primary Point of Contact and Secondary Point of Contact (if applicable) no later than 72-hours prior to the close date/time/time zone listed in the “Date Offers Due” field. Answers will be posted at least 48-hours prior to the “Date Offers Due.”.
