The U.S. Department of Agriculture (USDA), National Bio-defense Agricultural Facility (NBAF), Biologics Development Module (BDM) in Manhattan, KS requires BioReactor Bags 50L & 200L (Name Brand or Equal) for a Biostat STR Bag Holders. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The reference number for this acquisition is 1232SA25Q0940 and it is being issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05 (effective 08 July 2025). This acquisition is 100% small business set aside. The Produce Service Code is 6640 Lab Equipment and Supplies; NAICS for this procurement is:

Communication Regarding this Solicitation: The vendor shall submit a quote via email to david.tibbs@usda.gov with a subject line of “Quote: 1232SA25Q0940”, for receipt no later than 10:00 am EDT, Wednesday, 24 September 2025. Only those quotes received by this date and time will be considered for award. Submission of the quote that does not contain all items requested below may result in elimination from consideration for award.

Quotes must include the following items: 1. The company name 2. POC Name, email address, telephone number 3. RFQ number 4. SAM Unique Entity Identifier (UEI) number. 5. Quotes should include a firm fixed price (FFP) format for all items requested inclusive of all freight/delivery/installation. 6. Quotes should contain enough information for the requiring agency to make a proper determination on technical acceptability. Quote should address the elements of the Specifications (Attachment 1) and terms and conditions.

EVALUATION: The ordering agency intends to make an award based upon the vendor quote that meets all technical requirements and is the most advantageous price (Lowest Price, Technically Acceptable). Quotes are requested to be sent electronically to David.Tibbs@usda.gov NLT 10:00 AM EDT, Wednesday, September 24, 2025. Any questions concerning this solicitation must be directed to David.Tibbs@usda.gov prior to the closing date established above. The anticipated award date is Friday, September 26, 2025. NOTE: The Government reserves the right to cancel this combined synopsis/solicitation.
