This synopsis, IAW FAR 5.201, is to announce that the Air Force Life Cycle Materiel Command (AFLCMC), Electronic Systems Directorate (HB), Aerospace Management Systems Division - Weather Systems Branch (HBAW) and Contracting Branch (HBAK), Hanscom AFB, MA, intends to solicit and negotiate an Indefinite Delivery/Indefinite Quantity (IDIQ) contract and related Delivery/Task Orders, on a sole source basis, with EWR Radar Systems, Inc. The statutory authority for this effort is 10 USC 3204(a)(1), Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.302-1).

The resulting IDIQ contract will have a maximum ordering period of four and a half years (4.5 years) for Contractor Logistics Support (CLS) support and Special Projects for USAF's Portable Doppler Radar systems (PDR) with EWR. This synopsis does not constitute a Request for Proposal and is NOT to be construed as a commitment by the Government. Additionally, this synopsis does NOT restrict the Government as to the ultimate acquisition approach or foreign participation.

The Government will not pay for any information received or costs incurred in response to this NOCA. Interested parties may identify their interest and capability by submitting a Statement of Capabilities, via email, to the following Hanscom AFB personnel:

Contracting Officer: Brett Maguire - brett.maguire@us.af.mil Contract Specialist: Kathryn Mackessy - kathryn.mackessy@us.af.mil OMBUDSMAN: All potential offeror(s) should contact the Hanscom AFB personnel identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If the Contracting Officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels.

The purpose of the Ombudsman is not to diminish the authority of the Program Manager, Program Director or the Contracting Officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process.
