Binocular Night Observation Device (BiNOD)

Binocular Night Observation Device (BiNOD) effort (formerly Night Vision Device-Next (NVD-N) The U.S Army Contracting Command (ACC) at Aberdeen Proving Ground (APG), Maryland is soliciting proposals for "BiNOD" to develop, produce, and test a low-cost solution for a helmet-mounted, low light level amplification, binocular night vision device. This requirement is being solicited using full and open competition. See attached solicitation W91CRB-25-R-007 for details and specific instructions.

Contractors must be registered in the SAM database to be considered for award of a federal contract. Information regarding registration can be obtained from the SAM link at: https://sam.gov/entity-registration.

2/15/2025: There was an issue with vewing Attachment 1 and 9. Those files have re-attached to this posting, and should be corrected. Contact the POCs if you experience any issues with opening any files.

2/25/2025:

Amendment 2 is posted and adds a change that was intended to be included in Amendment, but left out in error. This change includes additional information/instructions in Section L. 2/25/2025: Again an issue with opening the SOW revised 24Feb2025 should be resolved.

3/4/2025:

Amendment 3 is posted with responses to additional questions, updates to Sections L & M, updates to Section J attachments (to include revised CDRL E001 and new CDRL B002), extends the porposal due date, and increases the quantity of CLIN 0016. See amendment Summary of Changes for all other updates.

3/11/2025:

Amendment 4 is posted with responses to additional questions, updates to Sections L, updates to Section J attachments.

Note: It was just notice that starting at Attachment 7 the attachment number is out of sequence. The documents themselves are not a problem. It is just the attachment number sequence. This will be corrected in an amendment to be #7 CDRLs, #8 Question and Answers, #9 Past Performance, and #10 SBPC. 3/13/2025:Amendment 5 is posted. This is an administrative amendment. One question on Attachment 8 Q&A Template was unanswered.

Attachment 9 Past Performance Questionaire (PPQ) per Section J was incorrectly labled Attachment 8 on the word document itself. If any PPQ is received there will be no issue with its designation as Attachment 8 or 9. 3/14/2025 Amendment 6 is posted. FAR 52.204-8 has been updated.

By noon (12 PM Eastern Time) 24 March 2025 the following shall be provided by all Offerors: 1) Offerors shall provide pricing for PY-1 and PY-2 quantity ranges under the Step Ladder Pricing Tab of Attachment 5; and 2) Send the baseline goggle IAW paragraph 2.1.7.1. All other required solicitation document submissions to include the completed Attachment 5 shall be due by noon (12 PM Eastern Time) 31 March 2025. The pricing for PY-1 and PY-2 shall not be revised on the 31 March 2025 complete proposal submission. 5/23/2025 Amendment 7. Please see attached for changes to the solicitation.

6/11/2025 Amendment 8: A few administrative type changes/updates. No re-submission will be accepted.

7/8/2025: Evaluation are in process and next steps/notification should be provided to Offerors that responded timely by the end of July.

8/4/2025: Evaluation are complete and Offerors will be contacted via an email soon. An estimate would be 3-5 working days from today. 8/20/25 Reviews are in process currently. All Offerors will receive written notification as soon as the reviews are completed. No estimate for completion is available.
