The Product Manager Soldier Protective Equipment (PdM SPE) is seeking feedback and comments from industry on the Vital Torso Protection (VTP) Purchase Description (PD) Revision H. The PdM SPE will be hosting an in-person industry feedback session on 17 October 2024 at Ft. Belvoir to directly address additional detailed discussions, questions, or concerns prior to finalizing the new PD. Industry will have until 31 October 2024 to submit their completed comment resolution matrix.
Requests for the PD are due by Friday September 27th with a completed controlled doc form sent to Neal.l.nguyen.civ@army.mil and marianne.e.velez.civ@army.mil with the subject line topic “VTP AR/PD 13-01 REV H v17E request”. This is a Request for Information (RFI) only. The request is solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not currently available.
Requests for a solicitation will not receive any response from the Government. This notice does not constitute a commitment by the Government to offer a contract for any supply or service whatsoever. Requests for the PD submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
Not responding to this RFI does not preclude participation in any future RFP, if any are issued. If released, notification will be posted via the System of Award Management (SAM) website (www.sam.gov) for solicitation. It is the responsibility of the potential offeror(s) to monitor this site for additional information pertaining to this requirement. This RFI notice is only for collecting information from vendors on your feedback and comments on the VTP PD.
The Government is requesting comments, questions, or feedback solely for internal Government purposes and to further develop and/or refine the final PD. The PD and the listed reference documents will be provided upon request from the PMO to the potential sources of supply who possess an active facility clearance. Interested parties may request copies of the documents from the contracting office. These documents have been designated as limited distribution material.
Interested parties may request access to the secured document via the System for Award Management (SAM) system. Upon receipt of request via SAM, interested parties will be required to complete and submit a detailed Request for Access Form which will be provided to the email the initial SAM request was made from. Interested parties are cautioned that access to the secured documents may take multiple days to process request.
Requests for the PD are due by Friday 27 September 2024 with a completed Request for Access Form sent to Neal.l.nguyen.civ@army.mil with the subject line topic “VTP AR/PD 13-01 REV H v17E request”.
All recipients of the PD are invited to attend the in-person industry session on 17 October 2024. Vendors are limited to three attendees; we also ask that a vendor representative RSVP to Neal Nguyen Neal.l.nguyen.civ@army.mil using Subject line “Industry Feedback Supporting the Vital Torso Protection (VTP) Purchase Description (PD) Revision H” to confirm a request to attend no later than 4 October 2024 with the list of attendees.
The Government will make every attempt to accommodate all requests, but as space and time is limited, we suggest including in the request a meeting duration in durations of 30 mins. (i.e. 30 min, 60 min, 90 min, etc). Once the requests have all been submitted a representative will reach out to finalize the time. Summaries of the included references are provided below.
a. Purchase Description AR/PD 13-01 REV H v17E: This document serves as the draft of the VTP PD rev H.
b. [SPE-6430-NA-VTP-24259] VTP System FAT Grading Guide for ARPD 13-01H v17: This document outlines the grading procedures for all FATs. The related document to this, intended for LAT grading, is still under development.
c. SPE-6430-NA-VTP-24260 VTP FAT and Lot Acceptance Test (LAT) Grading Logs for ARPD 13-01H v17: This document serves as the grading log used by PdM SPE to derive a numerical grade for all FATs and LATs.
d. SPE-6300-NA-VTP-24262 - Shot Pattern Offsets Drawings v17: This document defines the dispersed shot pattern shot locations for all Type I VTP classes.
e. Shot Pattern Generator v17: This document serves as the random shot generator to be used on all secondary threat shot matrices, as assigned in the VTP PD.
f. PdM SPE Comment Resolution Matrix (v3): This document should be used to record comments, questions, or general feedback and returned to PdM SPE no later than 31 Oct 2024.
