This is a Special Notice, it does not constitute a formal solicitation or request for offers and none will be issued. The U.S. Army Contracting Command- Aberdeen Proving Ground (ACC-APG) Division D, APG, MD 21005, on behalf of The Army Acquisition Center of Excellence AACoE intends to award one sole source Firm Fixed Price (FFP), Contract type contract for the one time supply purchase of Crucial Learning Power of Habit Participant Guides.

The Government intends to negotiate on a sole source bases with VitalSmarts, LC., 282 River Bend Ln Ste 100 Provo, UT, 84604-5799, Cage Code: 3GL44 under the statutory authority permitting Other Than Full and Open Competition 15 U.S.C. 657f, as implemented by FAR 6.302-1(a)(2). This notice of intent is NOT a request for proposals or competitive quotations. Requests for copies of a solicitation in response to this notification will not be provided or acknowledged.

A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Any responses received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Any response to this notice must show evidence that competition will be advantageous to the Government.
