ONLY: This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. There is no solicitation available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever.

All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.gov.

It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to these sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made.

All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The applicable NAICS code for this requirement is 314999, All Other Miscellaneous Textile Product Mills. The Small Business Size Standard is 550 employees. The Product Service Code (PSC) is 1670, Parachutes; Aerial Pick Up, Delivery, Recovery Systems; and Cargo Tie Down Equipment.

PROGRAM BACKGROUND The USASAC is a subordinate activity of the U.S. Army Material Command (AMC). USASAC leads the AMC Security Assistance Enterprise; develops and manages security assistance programs and foreign military sales cases to build partner capacity, support COCOM engagement strategies and strengthens U.S. Global partnerships.

The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is issuing this Sources Sought Notice as a means of conducting market research to identify potential sources with the technical capability and necessary resources to provide Parachutes, Cargo Extraction, Cables, Panel Assembles and other items used in air delivery equipment for the U.S. Army Security Assistance Command (USASAC). The provided equipment must meet the salient characteristics as detailed in the attached spreadsheet.

Brand name or equivalent is acceptable. REQUIRED CAPABILITIES The Contractor shall provide Parachutes, Cargo Extractions, Cables, Panel Assemblies, and other items indicated on the spreadsheet. The requested equipment is preferred, but the vendor(s) may propose suitable alternatives that meet and/or exceed the Characteristics as specified in the attached spreadsheet.

If your organization has the potential capacity to provide the required equipment, please provide a tailored capability statement addressing the particulars of this effort, with appropriate documentation, and return along with the completed spreadsheet.

SUBMISSION DETAILS Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist Abosede Olasupo via email at abosede.o.olasupo.civ@army.mil no later than 12:00 p.m. Eastern Standard Time on 12 June 2024 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products, please provide the following information:

1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization.

2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

3) The Government is requesting feedback on the component requirements contained within the Air Delivery Equipment RFI spreadsheet. The Government would like to understand if industry has the capability or if they have problems meeting the component requirements listed in the attached list. Please document any feedback for each of the component requirements. The scope of comments should include the following:

• The Component requirement capability and determination of 10 U.S.C. 4862 Requirement to buy certain articles from American sources compliance. • The availability for each of the component requirements that are in compliance with 10 U.S.C. 4862 Requirement to buy certain articles from American sources. • If a proposed solution is not compliant with 10 U.S.C. 4862 Requirement to buy certain articles from American source, please identify what specifically is not compliant and provide documentation if possible.

4) Completed Air Delivery Equipment RFI spreadsheet All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
