ACC-APG is posting a DRAFT Request for Proto-type Proposal (RPP). This RPP and attachments describes the the prototype development of the Night Vision Device – Next (NVD-N).
The NVD-N prototype development will be executed through the use of a competitive Other Tranaction (OT) agreement, under 10 USC § 4022 - Authority of the Department of Defense to carry out certain prototype projects, to design NVD-N systems, develop NVD-N manufacturing processes, fabricate prototype systems according to the design and processes, and test those prototype systems in order to validate the design and processes with respect to the NVD-N Performance Specification and in accordance with (IAW) the SOW.
ACC-APG is requesting feedback from industry on the RPP and asscociated documents. We will not be responding to any questions. Please submit your feedback via email with an attached MS Word document with comments, suggestions, clarification, etc.

Update 28 March 2024. We are extending the due date for responses to 12 April 2024. If you have submitted a response, you are welcome to resubmit on the new due date. Not all RPP attachments are included herein. For the Statement of Work, Performance Specification, and ADRLs, you will need to request access. Send your request via email to Michael James and Cc Gerald Simmons per the contact information contained in this posting herein. Your request shall include the following:
Company Name and Address SAM Unique Entity ID Cage Code Point of Contact Name, Phone No., and email address Attest to the U.S. citizenship of the requestor and the contracting entity’s U.S. base of performance. Attest understanding of the restrictions for further release of the information by Distribution Statements on these documents, and explicitly state agreement to comply with the distribution restrictions.
Note: These documents will not be released to individuals. These documents will not be released to companies with active or proposed exclusions per SAM.gov. These documents will not be released to a company without a registration in SAM.gov, or with an inactive registration.
Release of the Draft NVD-N Performance Specification: Shall follow the guidelines of Distribution Statement D. The document is approved for release to DoD Components and U.S. DoD Contractors only. Requests for permission to export any portion or all of the NVD-N Performance Specification, shall require the requestor to apply for an export license for the elements of the document being requested for distribution to non-U.S. persons or entities.
Release of the Draft NVD-N Statement of Work: Shall follow the guidelines of Distribution Statement C. The document is approved for release to U.S. Government Executive Branch departments, agencies and DoD Components, and their U.S. Contractors only. Requests for permission to export any portion or all of the NVD-N Statement of Work, shall require the requestor to apply for an export license for the elements of the document being requested for distribution to non-U.S. persons or entities.
Release of the Draft NVD-N ADRLs: Shall follow the guidelines of Distribution Statement C. The document is approved for release to U.S. Government Executive Branch departments, agencies and DoD Components, and their U.S. Contractors only.
