Fabrication and Delivery of Composite Bulkhead for Black Rock Lock (Buffalo, NY)

Amendment 0005: Please see Amendment 5 which, extends the deadline for proposal submissions to Tuesday November 18, 2025 at 12:00 PM EST.

Amendment 5 further serves to provide updates to the project specs in order to clarify that delivery CAN be performed by truck AND to clarify that two (2) stacks are required (upstream and downstream). See amended plans and specs sections attached to the SF30 for Amendment 5.

Amendment 0004: Please see amendment 0004 which, extends the deadline for proposal submissions to Wednesday November 12, 2025 at 12:00 PM EST.

Amendment 0003: Please see Amendment 0003 amendment which clarifies the required delivery date for the bulkhead (November 30, 2027) to ensure all offerors have a consistent understanding of the project schedule. It also requires each offeror to confirm acknowledgment of all three issued amendments as part of their proposal submission. The amendments are briefly summarized below.

Amendment 1: Added the PPQ documents to the solicitation for contractors to use in preparing their proposals.

Amendment 2: Revised and clarified portions of the plans and specifications. Only the sections containing changes were included in the Amendment 2 posting; all other sections remain unchanged.

Amendment 3: Confirmed the required bulkhead delivery date to align the schedule in the plans and specifications with the date specified in the solicitation.

DESCRIPTION: This is a Request for Proposal (RFP) for the Fabrication and Delivery of Composite Bulkhead for Black Rock Lock (BRL), Buffalo, NY. The USACE Buffalo District is planning to award a contract for a requirement to fabricate and deliver a composite bulkhead to Black Rock Lock, on the Niagara River in Buffalo, NY. The North American Industrial Classification System (NAICS) Code for this effort is 326199 All Other Plastics Product Manufacturing. This will be a 100% Small Business Set-Aside competitive procurement. Any offeror shall have the proper capabilities. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award.

SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates will be available free of charge by electronic posting only and may be found at Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil/. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, using Adobe Acrobat Reader.

To download the solicitation for this project, contractors are required to register at the Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation.

REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database:

System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. No responses/questions will be addressed until solicitation is issued.
