It also requires each offeror to confirm acknowledgment of all three issued amendments as part of their proposal submission. The amendments are briefly summarized below. **Amendment 1:** Added the PPQ documents to the solicitation for contractors to use in preparing their proposals. **Amendment 2:** Revised and clarified portions of the plans and specifications. Only the sections containing changes were included in the Amendment 2 posting; all other sections remain unchanged. **Amendment 3:** Confirmed the required bulkhead delivery date to align the schedule in the plans and specifications with the date specified in the solicitation. **DESCRIPTION:** This is a Request for Proposal (RFP) for the Fabrication and Delivery of Composite Bulkhead for Black Rock Lock (BRL), Buffalo, NY. The USACE Buffalo District is planning to award a contract for a requirement to fabricate and deliver a composite bulkhead to Black Rock Lock, on the Niagara River in Buffalo, NY. The North American Industrial Classification System (NAICS) Code for this effort is 326199 All Other Plastics Product Manufacturing. This will be a 100% Small Business Set-Aside competitive procurement. Any offeror shall have the proper capabilities.
