Sole-Source Announcement The USPFO Contracting Office, Virginia (VA) intends to issue a sole-source, Large business to Cox Virginia Telcom, LLC, Chesapeake, VA, Cage Code 4PBA7. The acquisition procedure is authorized under 15 U.S.C. 637(m) and meets the criteria of FAR Part 6.302-1(a)(2) as outlined below.
The 91st Cyber Brigade requires commercial internet services that meet the minimum mission requirement of unthrottled, broadband service with unlimited data transfer including a minimum download rate of 1 Gbps and minimum upload rate of 20 Mbps for a 12-month base period with four, 12-month option periods.
The North American Industry Classification Systems (NAICS) code assigned is 517111 (Wired Telecommunications Carriers), is substantially underrepresented by small or large businesses that can meet the minimum mission requirement mentioned above. There is not a reasonable expectation quotes will receive from two or more small or large business concerns and the conditions of FAR Part 6.302-1(b)(3) exist. This notice is not a formal solicitation and is not considered a Request for Quotation (RFQ).
No solicitation document is available and telephone request will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. A decision to proceed with a sole source award based on responses to this notice is solely within the discretion of the contracting officer.
If no affirmative written responses is received, the purchase order will be awarded without further notice. Information related to the potential availability of other source who can fulfill this requirement must be received by David A. Pickard via email at david.a.pickard.civ@army.mil no later than March 20, 2024 at 11:00 am Eastern Time.
