The acquisition procedure is authorized under 15 U.S.C. 637(m) and meets the criteria of FAR Part 6.302-1(a)(2) as outlined below. The 91st Cyber Brigade requires commercial internet services that meet the minimum mission requirement of unthrottled, broadband service with unlimited data transfer including a minimum download rate of 1 Gbps and minimum upload rate of 20 Mbps for a 12-month base period with four, 12-month option periods.
