The purpose of this requirement is to acquire contractor services to obtain Minnesota Army National Guard (MNARNG) radio and television advertisements via the State Broadcasters Association (SBA), as well as Public Service Advertising (PSA) in other media via the Non-Commercial Sustaining Announcement (NCSA). The NCSA program, also known as the Public Education Partnership (PEP) program, provides an opportunity for non-profits and government agencies to distribute their public service messages.
The NCSA program is a hybrid of PSAs and paid broadcast advertising. The NCSA program is designed to help organizations that operate in the public interest, such as non-profits and government agencies, get their messages heard in an organized manner.
