PA Parents Supervised Driving Program Advertising

The United States Property and Fiscal Office for Pennsylvania intends to award a sole source, firm-fixed-price purchase order to J.F. Griffin Publishing, LLC for media services to include printed curriculum with the Pennsylvania National Guard (PANG) logo recognition on front cover, letter to parents in beginning of guide, and 2 full pages for advertising content. Digital Curriculum, logo on state homepage, letter to parents, customs content page, and banner Advertisement at 100% SOV.

Road Ready App is 15,000,000 sessions that will be logged by 50,000 active users, with PANG Logo. Recognition in app and 25% SOV advertising placement. Final will be in Emails with logo recognition on ‘Welcome Email’ and monthly blasts to entire list with custom sponsor messaging. The reason for this noncompetitive contract action is that the Pennsylvania Department of Transportation (PennDOT) has an exclusivitey agreement with Safe Roads Alliance (SRA) as the sole provider of the PennDOT Drivers Program.

Through this agreement Safe Roads Alliance utilizes J. F. Griffin Publishing as its sole advertising partner. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This contract action will be awarded following the issuance of written solicitation with an anticipated award date of June 20, 2024. No solicitation will be publicly posted.
