The reason for this noncompetitive contract action is that the Pennsylvania Department of Transportation (PennDOT) has an exclusivitey agreement with Safe Roads Alliance (SRA) as the sole provider of the PennDOT Drivers Program. Through this agreement Safe Roads Alliance utilizes J. F. Griffin Publishing as its sole advertising partner. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This contract action will be awarded following the issuance of written solicitation with an anticipated award date of June 20, 2024.
