Notice of Intent to Sole Source, Additional Components for HAAS Toolroom CNC Mill System and Meltio System for ERDC GSL

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a sole source award to Phillips Corporation (CAGE Code: 3MPQ0) to procure additional components for its HAAS Toolroom CNC Mill System and Meltio System (Philips Additive Hybrid System).

The following items and services are being requested: SMC Chiller for the HAAS/Meltio system, Laser Alignment Camera Calibration System, External Wirefeeder Stand, Wirefeeder upgrade for Meltio Head, Maintenance for Meltio Head. The required products must be compatible with the existing GSL equipment which was procured from Phillips Corporation. Philips Corporation is the only authorized vendor that can provide, specifically the External Wire feeder and Laser Alignment Camera Calibration System.

Further, as the vendor that provided the original HAAS system and integrated the existing Meltio head, Philips Corporation has unique knowledge of the setup of the HAAS/Meltio systems and is the only vendor that can provide the required installation services. There are no authorized resellers or service centers for this product and installation. Thus, Phillips Corporation is the only vendor that can provide the required items and services that can meet the government’s exact specifications.

Therefore, the Government intends to award a Firm-Fixed price award through GSA to Phillips Corporation (CAGE code: 3MPQ0) in accordance with FAR 8.405-6(a)(1)(i)(B). Phillips Corporation is a small business concern under the applicable NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing) with a size standard of 1,000 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.

However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
