The following factors will be used to evaluate offers:
- Factor 1 – Technical Acceptability
- Factor 2 – Price
Technical Acceptability is more important than price only to the extent that a quotation must first be determined technically acceptable to be eligible for award. Among quotations determined technically acceptable, award will be made to the responsible vendor with the lowest total evaluated price.
Factor 1 – Technical Acceptability
The Government will evaluate the vendor’s quotation to determine whether it demonstrates an adequate understanding of, and ability to perform, the requirements of the PWS. Technical Acceptability will be evaluated on an Acceptable/Unacceptable basis. To be rated Acceptable, the quotation shall demonstrate that the vendor can perform the required services, including:
- Quarterly inspection and maintenance of the two pump/motor assemblies;
- Inspection of motor and pump assemblies;
- Lubrication of motor and pump bearings;
- Verification of pump and motor alignment, including realignment when required;
- Assessment of vibration and abnormal noise conditions;
- Assessment of motor amperage draw;
- Cleaning and repacking of bearings or replacement of bearings as required;
- Submission of required reports and notifications within the timeframes established in the PWS; and
- Understanding that optional services may be performed only upon Government authorization, when applicable.
In evaluating technical acceptability, the Government may consider:
- the vendor’s described technical approach;
- the demonstrated relevance of proposed personnel experience; and
- the vendor’s demonstrated ability to perform onsite at the place of performance specified in the PWS.
A quotation will be rated Unacceptable if it:
- fails to clearly demonstrate the ability to meet the material requirements of the PWS;
- takes exception to material solicitation requirements;
- omits material information necessary for the Government to evaluate the quotation; or
- reflects an approach that increases the risk of unsuccessful performance to an unacceptable level.
Factor 2 – Price
The Government will evaluate the total evaluated price for completeness, fairness, and reasonableness.
The Government will evaluate the Offeror’s completed Attachment 1, Pricing Matrix. The total evaluated price will be calculated by adding the total price for the base year and the total price for all evaluated option years and any other CLINs identified in the solicitation for evaluation purposes.
The total evaluated price will include pricing for the Required Maintenance Services CLINs and Optional Services CLINs for the base year and all option years identified in Attachment 1, Pricing Matrix.
The Government may determine a quote unacceptable if pricing is incomplete or materially unbalanced.
Award will be made to the responsible Offeror with an Acceptable technical quote and the lowest total evaluated price.
