The U.S. Army Corps of Engineers Savannah District (USACE-SAV) is requesting a quotation for a Firm?Fixed?Price (FFP) commercial supply requirement for the delivery of ASTM C144 recreational?grade sand to multiple Government locations. This acquisition is a 100% Small Business Set?Aside conducted under FAR Part 13 simplified acquisition procedures. Offerors are invited to submit a quote in accordance with the instructions below.
USACE-SAV requires the supply and delivery of ASTM C144 sand suitable for public playgrounds and beaches, safe for barefoot use, and free of debris, contaminants, or sharp materials. Sand must meet all specifications outlined in the attached RFQ, including delivery and off?loading requirements. No Government equipment will be available to assist with unloading. Must provide quarry load scale tickets from the quarry or material origin must be provided with each delivery to validate the tonnage delivered. Submission Requirements Offerors shall submit the following:
1. Completed Pricing Complete the Continuation of Supplies and Services and Price/Cost section of the solicitation attached. Provide a unit price and extended amount for each CLIN. All pricing must be expressed using no more than two (2) decimal places. Quotes missing pricing for any CLIN may be deemed non?responsive.
2. Required Documentation Signed and dated CLIN Schedule Signed and dated SF 30 Amendment(s), if applicable Supporting documentation demonstrating technical capability and past performance All documents must be submitted in Microsoft Office?compatible format or PDF 3. Offeror Information Include the following with your quote: Federal Taxpayer Identification Number Unique Entity ID CAGE Code (active SAM registration required) Company Name and Remit?To Address City / State / ZIP Phone Number Point of Contact Email Address Evaluation This acquisition will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology.
Technical Acceptability Requirement Offerors must demonstrate the capability to provide ASTM C144 recreational?grade sand meeting all specifications identified in this solicitation, including suitability for playgrounds and public beaches, safety for barefoot use, and compliance with all delivery and off?loading requirements. Failure to demonstrate the ability to meet all technical requirements will result in a determination of Technically Unacceptable.
Past Performance Requirement Offerors must demonstrate prior successful performance delivering at least 9,419 tons of sand within the past five (5) years (cumulative within one month to single location or single delivery). Documentation may include prior contracts, delivery records, or customer references confirming quantity delivered and satisfactory performance. Offerors who do not demonstrate this minimum past performance threshold will not be considered further.
Evaluation Basis (LPTA) This acquisition will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology. Only Offerors determined to be Technically Acceptable with Acceptable Past Performance will be evaluated for price. Award will be made to the Offeror submitting the lowest total evaluated price. Questions All questions regarding this RFQ must be submitted no later than two (2) business days prior to the closing date.
