Panolin Biogrease EP1 (Sole Source Requirement)

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. US Army Corps of Engineers - Seattle District, intends to issue a Firm-Fixed Price contract to PANOLIN AMERICA, INC. LAUREN DAUM 2300 BARRINGTON RD STE 400 HOFFMAN ESTATES IL 60169-2036 on a FAR Part 13.106(b) basis.

Panolin America INC is to provide brand name Panolin Biogrease EP1 for Environmentally Acceptable Lubricants (EAL), required replacements of grease and petroleum products at Albeni Falls Dam, Oldtown, Idaho. These required petroleum products are needed to replace the currently used products that do not meet the Standard Environmental Policy for Oil Accountability at Hydro Operating Projects in the Northwestern Division and Seattle District (See NWS Oil Accountability Policy).

Panolin America INC is the only known provider of these specific product. The government will not post a solicitation. The government intends to proceed with this sole source action. The NAICS code is 325998-All Other Miscellaneous Chemical Product and Preparation Manufacturing. The size standard as defined by the U.S. Small Business Administration is 650 Employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.

Interested concerns must show clear and convincing evidence, that competition of this requirement in the future would be advantageous to the government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
