Maneuver Support Vessel – Light (MSV(L)) System Technical Support (STS)

On March 20, 2025, the Army Contracting Command - Detroit Arsenal (ACC-DTA) issued a sole-source Request for Proposal (RFP) to Vigor Works, LLC (Vigor) for the provision of Systems Technical Support (STS) services in support of the Maneuver Support Vessel Light (MSV(L)) program.

This sole-source procurement is justified under Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), as Vigor, as the Original Equipment Manufacturer (OEM) and developer of the MSV(L), is the only responsible source capable of fulfilling the Government's requirements for STS services. The lack of pertinent technical data available to the Government precludes competitive re-procurement, making Vigor the sole viable option.

The resulting contract will be a five-year, Indefinite Delivery Indefinite Quantity (IDIQ), Cost-Plus-Fixed-Fee (CPFF) contract, with an estimated total of 380,493 hours to be procured over the contract's life. Proposals are due by April 21, 2025. In accordance with the sole-source nature of this procurement, the RFP was directly transmitted to Vigor, and no copies will be made publicly available, ensuring the integrity of the procurement process.
