Notice of Intent to Sole Source - Cost to Complete (CTC) Report

The U.S. Army Corps of Engineers (USACE), Philadelphia District (NAP), Philadelphia, PA intends to award a Firm Fixed-Price, sole source contract to Ramboll Americas Engineering Solutions, Inc. (Ramboll)

(CAGE Code: 8W597) to provide all labor, materials, and equipment to support cost estimating efforts for the Former DuPont Chambers Works FUSRAP Site remediation services program located at Deepwater, NJ. Specifically, the Contractor shall develop an updated Cost to Complete (CTC) report providing estimates of the remaining DuPont Chambers Works FUSRAP work, including a Cost and Schedule Risk Analysis (CSRA) to account for appropriate cost and schedule contingencies.

The CTC deliverables shall be prepared as an update to the previous CTC submission for the DuPont Chambers Works FUSRAP project. This is a notice of intent to award a sole source contract. The Contracting Officer determined that the circumstances of the contract action deem only one source is available.

This sole source award is in accordance with FAR 6.302-1(a)(2)(iii) for services deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services. The applicable NAICS code for this requirement is 541620 and the size standard is $19,000,000.00. This notice is not a request for competitive quotes or proposals.

No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
