This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 13.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation, W9124V-24-R-0003 is issued as a request for quote (RFQ) utilizing FAR Part 13 – Simplified Acquisition Procedures.

This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04, effective April 01, 2024. This is a 100% Small Business set aside. The associated NAICS code is 339112 "Surgical and Medical Instrument Manufacturing”, with a size standard of 1,000 employees.

NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications--- Commercial Products and Commercial Services. Invoicing shall be through WAWF at https://piee.eb.mil and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS). Vendors shall agree to register for a WAWF account, which is separate than SAM. Invoicing shall be completed when all products are delivered.

Award Type: The Montana Army National Guard (MTARNG) intends to award a firm-fixed price (FFP) contract for Mobile Hearing Test Booth. Although the Government reserves the right, the Government intends to evaluate quotes and award a contract without discussions. Therefore, quotes should contain the offeror’s best terms from a price and technical standpoint.

Delivery: 30 days from date of award. See PWS for further information.

Basis of Award: The Government will evaluate all quotes to determine the best value to the Government when evaluating past performance (includes references, CPARS, and SPRS), contractor responsibility, technical capabilities (meet regulatory guidance), and price.

Quote Submission Instructions: Quotes shall include:

Submit all questions and quotes electronically via email to eric.s.bailey.civ@army.mil All questions shall be submitted by 1000 MDT on 13 May 2024. All quotes shall be submitted electronically to eric.s.bailey.civ@army.mil NLT 1100 MDT on 17May 2024. Late submissions may not be considered.

Prior to Contract award, the vendor must be registered in System for Award Management (SAM), website http://www.sam.gov. Registration is free and assistance can be provided by the Montana Procurement Technical Assistant Centers (PTAC), http://www.montanaptac.org/ . Registration must be “ACTIVE” and for “All Awards” at the time of award.
