Requirement: The Government is requesting a preventative maintenance service contract for High-Volume Low-Speed (HVLS) industrial fans located within the 128th Aviation Brigade’s operational footprint at Fort Eustis, Virginia. This firm-fixed price (FFP) contract is being competed under NAICS Code 811310 with a size standard of $12.5 million and PSC code J041 as lowest price technically acceptable (LPTA) using Simplified Acquisition Procedures (SAP).

This contract is set aside 100% for small businesses with no specific category preference. Quotes from all small business categories are welcome. The estimated period of performance (POP) is one (1) base year plus six (6) option years beginning from the time of award.

Questions: Questions shall be provided in writing by email to Jolene A. Granger at jolene.a.granger.civ@army.mil. All questions shall be received no later than 12:00 PM CST on Thursday, 05 March 2026. Vendor questions and Government answers will be provided through an amendment to this solicitation. Any questions asked after the specified date and time for the questioning period may not be answered.

Quotes: Quotes shall be provided in writing by email to Jolene A. Granger at jolene.a.granger.civ@army.mil. All quotes shall be received no later than 12:00 PM CST on Wednesday, 18 March 2026.

Amendment 1: This amendment serves the purpose of incorporating the anticipated contract clauses. Please see Attachment 4_Additional Terms and Conditions. Contact clauses listed in the attachment are subject to additions, changes, and removals at time of award. Once questioning closes, another amendment will be completed to incorporate the remaining questions and answers.

Amendment 2: This amendment serves the purpose of uploading the vendor questions and Government answers as Attachment 5_Questions and Answers. Attachment 6_BAF Fan Map has also been included.
