NOTICE OF INTENT TO SOLE SOURCE Mission and Installation Contracting Command, Fort Eisenhower, GA intends to negotiate/award a sole-source contract with NicheVision 526 South Main Street Suite 714G Akron, OH 44311 for the following items: STRmix™ Annual Upgrade and Maintenance for FXD. The NAICS code is 513210. The STRmixTM annual maintenance upgrades provides technical support and maintenance for the STRmixTM software utilized in FXD DNA. The maintenance contract includes routine maintenance of the software (new point and major version releases, expert resolution of general STRmixTM Scientific Support questions for a 12 month period which includes:

troubleshooting case specific queries, general email queries and advice). The service covers the cost of the materials/files needed and the assistance of qualified NicheVision employee who provides instructions and troubleshooting assistance. The authority for this non-competitive award is 10 USC 2304(c)(1), Only one responsible Source.

The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by Wednesday, 19 March 2025, the award will be made without further notice.

Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
