This is a notification of an intent to award a sole source contract to Comp-Ray Inc under NAICS code 334517 – Irradiation Apparatus Manufacturing by Indian Health Services for a contract under the authority of FAR 6.302-2, Unusual and compelling urgency. Installation and calibration of Canon CXDI-701C Digital Radiography (DR) Detector for the Shimadzu RadSpeed Radiography System for the Radiology Department at the Unitah and Ouray Service Unit located in Fort Duchesne, UT.

The Fort Duchesne Shimadzu RadSpeed radiography system was recently re-installed in the newly renovated U&O clinic (Shmiadzu Radspeed Pro Serial # RM6D85871044, Manufacturer #0.6/1.2P324DK-85). The radiology staff currently utilize a Canon CXDI-701C Digital Radiography (DR) Detector integrated to the Shimadzu x-ray system to instantly capture medical x-ray images.

It is critical a Canon CXDI-701C detector is procured to allow clinical to instantly view images and provide physicians the ability to immediately assess a patient’s condition and begin treatment. The clinic is currently scheduled to finalize move-in by the end of March. It is imperative that the DR detector is installed and performance and safety inspections are completed to ensure the equipment is safe for both patients and operators. Comp-Ray Inc is qualified to work with government-owned Shimadzu X-Ray systems.

The recommended vendor is an authorized Shimadzu dealer who sold the equipment, performed the original install, and re-installation of the system after renovation. Procuring equipment and services through a Canon authorized dealer/installed provides a full 1-year warranty with coverage including parts and labor.

Improper setup/installation by a third-party, non-authorized dealer will void the Canon warranty and fail OEM requirements resulting in non-compliant medical equipment that is not safe for patients or end-users. This contract is necessary to avoid a break in service for this critical mission requirement. Comp-Ray Inc possesses the capability to calibrate Canon DR Detector to the existing Shimadzu X-Ray System required to perform this requirement.

An open competition to complete the work would cause intolerable delay to the Radiology Program and would cause undiagnosed patient health risk to the Indian Health Service patients. The requirement cannot be modified in any manner to increase competition due to patient health risk.

If you can provide the supplies requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to donovan.conley@ihs.gov referencing notice number UNO-IHS1490829 by 4:00 PM April 2, 2024. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.

Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
