27AUG2024 - This update is being published to answer the following question. What is inside the above-ground tanks mentioned in the scope of work? Answer - used motor oils.

09AUG2024 - This update is being published to announce the intent to schedule a site visit at Vandenberg SFB. All interested parties must email Andrea.Tichenor@dla.mil with ‘SP450024R0019 SITE VISIT’ in the subject line no later than 2000 EST 15AUG2024. Depending on the responses to this invitation, a site visit may or may not be scheduled. The purpose of the site visit would be to get a better understanding of the requirement and witness firsthand the breadth and depth of the work.

To be clear, no questions will be answered during the site visit. Any and all questions regarding this requirement must be submitted in writing in accordance with the terms of the solicitation. If a site visit is scheduled, the particulars of the site visit will be sent to those who respond to this invitation. The hour and date specified for receipt of offers in response to this solicitation is not extended.

02AUG2024 - This update is being published for the following two reasons: 1. To incorporate the Department of Labor Wage Determination (1996-0223)

i. Who is the incumbent contractor currently managing this project? Willkom, Inc. ii. What is the contract number of the current agreement? SP450020D0002. iii. What is the total value of the incumbent's contract? The total estimated value is $3,713,821.21.

Combined Synopsis/Solicitation SP450024R0019 has been prepared in accordance with the procedures in FAR 12.603. The scope of work requires services to remove, transport, recycle, and dispose of hazardous waste located in and around Vandenberg Space Force Base, California.

The following additional information is provided in accordance with FAR 12.603(c)(2). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation SP450024R0019 is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 Effective May 22, 2024. (iv) This acquisition is being issued as a total small business set-aside procurement; the associated NAICS code is 562211; the small business size standard is $47M. (v) See Attachment 1 for the Price Schedule. (vi) See Attachment 2 for the Performance Work Statement (PWS) and a description of the requirement. (vii) The contract is anticipated to have a 30-month base period from November 2024 to May 2027 and a 30-month option period.

The cut-off date for the receipt of offeror questions is noon EST August 20th, 2024.
