Justification and approval for other than full and open competition for the acquisition of follow-on landscaping enhancement services at US Embassy Tallinn Chief of Mission Residence.

Follow-on landscaping enhancement services for a project initiated last year to further improve the aesthetic appeal and functionality of the Chief of Mission Residence representational garden spaces. Enhancement services shall include incorporating a mix of perennials, annuals, and shrubs to provide year-round color and texture to the planting areas. The enhancement project needs to be finished prior to winter season.
