SUBJECT: Pre-solicitation Notice for Army Community Services (ACS) at U.S. Army Garrison (USAG) Italy This is a pre-solicitation notice for planning purposes only. This is NOT a Request for Proposal (RFP). The U.S. Army Contracting Command intends to issue a solicitation for a single-award, Firm-Fixed-Price (FFP) IDIQ contract to provide consolidated Army Community Services (ACS) at Caserma Ederle, Vicenza, Italy. The anticipated ordering period is five (5) years. The primary services include:

Lending Closet Management, Front Desk Support, Bilingual Support (English/Italian), Orientation Tours, Italian Language Instruction, and English as a Second Language (ESL) Instruction. The NAICS code is 541611. All services will be performed entirely in Italy and are not covered under the NATO Status of Forces Agreement (SOFA). The Government has attached a DRAFT Performance Work Statement (PWS) and a document titled "Pre SOL_ACS Vicenza Italy," which contains the anticipated factors for this requirement.

This information is being released in advance to allow potential offerors the opportunity to begin formulating their responses, enabling the submission of high-quality, comprehensive proposals once the official RFP is posted. The Government is accepting written questions regarding these draft documents. Interested parties are strongly encouraged to review all attachments thoroughly. No proposals are being accepted at this time. The official solicitation will be released at a later date.
