1. Introduction/Purpose The Federal Aviation Administration's (FAA) Fuels and Energy Section requires testing services to evaluate materials compatibility of an unleaded candidate fuel in accordance with Attachment 1, Draft Statement of Work (SOW) and Attachment 2, PAFI Materials Test Plan (PAFI-MTP-002). The SOW and PAFI Materials Test Plan reflects the anticipated requirement which may be revised based upon responses to the market survey.

2. Incumbent Contractor There is no incumbent contractor as this is a new requirement.

3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, an unrestricted competition, a set-aside, and/or noncompetitive award may be chosen depending on the responses to this market survey. The FAA may award this effort under an existing contract vehicle and will utilize results from this notice to determine if that is appropriate.

4. Standard Language THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Proposal may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Any cost associated with a market survey submission is solely at the interested vendor's expense.

The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, HUBZone, and women owned small businesses capable of providing the services contained in the SOW. The responses to this notice will help determine the acquisition strategy and whether adequate competition exists to set-aside to small businesses. Below is a list of required items. Please see attachment for specific information.

5. North American Industry Classification System (NAICS) Code The NAICS Code for this procurement is expected to be 541380 – Analytical Testing Services with a size standard of $19.0M.

6. Submittal Requirements Responses to this Market Survey should include the following and be no longer than 10 pages.

(a) Identify by task number all test procedures per PAFI-MTP-002 your company is capable of performing that are listed in SOW Paragraph 3.1.

(b) Corporate Experience & Technical Capabilities: Please provide relevant corporate experience and technical capabilities that demonstrate the ability to perform the test procedures identified in 6(a) above.

(c) Existing Acquisition Vehicles: Please indicate if your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.). If so, please provide an appropriate point of contact and contract/agreement number.

(d) Other Information: Please provide any other applicable information, any comments on the SOW or PAFI Materials Test Plan, and/or general feedback for the FAA's consideration for this acquisition.

7. Delivery of Submittals All questions and responses to this Market Survey must be submitted by April 23, 2025 to Karen Thorngren, Contracting Officer, AAQ-610, at karen.c.thorngren@faa.gov. ALL QUESTIONS AND RESPONSES MUST BE IN WRITING AND EMAILED TO THE CONTRACTING OFFICER.
