INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award on a sole source basis a purchase order to Health Level Seven International, Inc. 3300 WASHTENAW AVENUE, SUITE 227, ANN ARBOR MI 48104-4260, Contractor to assist CMS with hosting a joint CMS & HL7 Fast Healthcare Interoperability Resources (FHIR) Connectathon and provide specific HL7® FHIR® technical training to federal employees.
The CMS & HL7 FHIR Connectathon will support ongoing testing with internal and external stakeholders for the FHIR Implementation Guides (IGs) and Reference Implementations, and support testing of the FHIR specifications included in both the CMS Interoperability and Patient Access final rule (CMS-9115-F) and the CMS Interoperability and Prior Authorization final rule (CMS-0057-F). The 2025 CMS & HL7 FHIR Connectathon will be a hybrid event on July 15-17, 2025 in accordance with the attached Statement of Work.
Under the authority of FAR 6.302-1 U.S.C. 2304, only one responsible source and no other suppliers or services will satisfy agency requirements. A Justification and approval are currently being processed for this requirement. The estimated period of performance is for Date of Award – one year.

NAICS CODES: The North American Industry Classification Code (NAICS) is 611710. INTERESTED PARTIES: All Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing considering the work identified in this Statement of Work.
If the vendor/government identifies a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. If the conflict cannot. resolved, the order cannot be awarded, or existing order may not need to be terminated.
