This is a Notice of Intent (NOI), not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other than full and open competition basis with University of Chicago, 455 N. Cityfront Plaza Dr. Suite 3250, Chicago, IL 60611 for a renewal Globus Connect Server (GCS) Subscription and Connector Access. The Globus server is used to move and share protected data, including HIPAA-regulated data and controlled unclassified information.

Systems connected via the Globus service are configured with higher assurance levels and investigators manage protected data throughout the research lifecycle. This is used for collaboration on datasets via approved, compliant methods to accelerate the pace of research and discovery. The NEI (National Eye Institute) has deployed two Globus node servers that facilitate the connections between the storage and endpoints.

The renewal of the subscription for this solution will cover the server deployment and address additional modules for expanded functionality. This renewal is to maintain the appliance with updates, patches, and professional support.

Description of the supplies/services to be purchased: Globus Standard Subscription Renewal, QTY 1 Connector Open Access (standard Level), QTY 1 Place of Performance: NEI, 31 Center Dr, Bethesda, MD 20894 This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government intends to award a purchase order for this requirement after the end of this notice.

While this combined synopsis/solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. Vendors that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact prior to the closing date and time of this notice.

Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement on NOI-NIAID-25-002972.

This notice does not obligate the Government to award a purchase order or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
