NOTICE OF INTENT FOR RELIANCE COMPLETE SERVICE ON FIREFLY AND DRAGONFLY LIQUID HANDLING SYSTEMS

This is a Notice of Intent, not a request for proposal.

The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with SPT Labtech, Inc for preventative maintenance plans to support the following liquid handling systems: The equipment to be serviced with their respective periods of performance: firefly 6- head w/genomics from 04/20/2024- 04/19/2025 dragonfly discovery 6-head DFD314 (pro-rated from 05/09/2024 – 04/19/2025) firefly 6-head w/genomics FF1008 (pro-rated from 05/26/2024 – 04/19/2025) The contractor shall provide Reliance Complete preventive maintenance as outlined on the service agreement.

Description of Needs for the equipment: Telephone and remote access support Application software upgrades (not applicable to XP operating systems) Hardware upgrades associated with software upgrades are not included.

Remote application support Annual preventative maintenance visit (only applicable to contract terms over 6 months) includes travel, expenses and labor incudes replacement parts On-site repair and refurbishment includes travel, expenses and labor includes replacement parts All work must be performed by SPT Labtech certified technicians All parts must be OEM certified Billing monthly or quarterly in arrears Period of Performance:

5/9/2024-4/19/2025 Firefly 1008 - POP: 5/26/2024-4/19/2025 Place of Performance Bethesda, MD 20892 The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

All responsible sources that could provide this service may submit a capability statement along with a copy of a fully executed contract with the manufacturer to be considered by 10:00 am April 18, 2024. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website.

All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
