This is a Notice of Intent, not a request for proposal.
The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Biosafe Engineering LLC, 5750 W 80th Street, Indianapolis, IN 46278-1340, United States, to procure services to Engineer, Install, Test, Commission, Demonstrate and Train Operation and Maintenance Personnel for the upgrade to the BioSAFE Engineering Tissue Digester to ensure all animal carcasses are properly disposed.
The current control systems for our BioSAFE Engineering Tissue Digester (General Electric) are no longer supported and there are no more available replacement parts for this system. In order to ensure functionality and reliability we will need to begin the upgrade process. We need to start the upgrade process during the Zone 4 shutdown to the Siemens PLC control system. This upgrade needs to be performed by the OEM and cannot be substituted. This is a sole source requirement.
Description of the supplies/services to be purchased: Engineer, Install, Test, Commission, Demonstrate and Train Operation and Maintenance Personnel. Full Documentation. (Unit shall be out of service, at time of install, for a period of 3-5 weeks depending on situations).
Parts and Service: Complete Siemens PLC and HMI package •S7-1200 Programmable Logic Controller and I/O •Comfort Panel Touch Screen HMI (Subcontainment, Containment, Remote Storage Tanks) •Siemens Remote Input/Output Hardware (Remote Storage Tanks) •SmartServer License •Remote Interface Hardware •Motor Starter Components •Removal and Installation of above Parts and Material with complete integration, testing, and commissioning •Complete reprogram to current specification for Tissue Digestor Equipment •On-site Demonstration and Training J&A: The BioSAFE Engineering tissue digester is the only method for disposing of animal carcasses for our facility while ensuring full containment inside of our BSL4 labs.
BioSAFE Engineering is also the only service and equipment provider that can complete installation and recertification of this unit. Period of Performance is 24 – 40 weeks after receipt and acceptance of award. Service shall be performed at the following locations: NIH/NIAID/DRC/OCS-IRF, 8200 Research Plaza, Frederick, MD 21702. The statutory authority for this sole source requirement is 41 U.S.C.
253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.
All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2199193 to Rita Davis at rita.davis@nih.gov, by 11:00am eastern standard time Monday, March 18, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
