The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Biosafe Engineering LLC, 5750 W 80th Street, Indianapolis, IN 46278-1340, United States, to procure services to Engineer, Install, Test, Commission, Demonstrate and Train Operation and Maintenance Personnel for the upgrade to the BioSAFE Engineering Tissue Digester to ensure all animal carcasses are properly disposed. The current control systems for our BioSAFE Engineering Tissue Digester (General Electric) are no longer supported and there are no more available replacement parts for this system. In order to ensure functionality and reliability we will need to begin the upgrade process. We need to start the upgrade process during the Zone 4 shutdown to the Siemens PLC control system. This upgrade needs to be performed by the OEM and cannot be substituted. This is a sole source requirement. BioSAFE Engineering is also the only service and equipment provider that can complete installation and recertification of this unit.
