Repair of Radian Research RD-22 Watthour Standards

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Radian Research Inc., 3852 Fortune Drive, Lafayette, Indiana 47905, for the repair of four (4) Radian Research RD-22 Watthour Standards, needed by the applied Electrical Metrology Group at NIST, Gaithersburg, MD. Sole source determination is based on the need the need to repair four (4) Radian Research RD-22 Watthour Standards, that are currently inoperable.

The repair of the RD-22 watthour standards involve technology and methods, such as custom hardware/software and specialized training, that is proprietary to Radian Research. Since the repair involves the replacement of internal components, such work require access to, or advance knowledge of, that proprietary technology, such as schematics, data sheets, or laboratory notebooks. Radian Research is the only known vendor who is capable in providing the required repair.

The North American Industry Classification System (NAICS) code for this acquisition is 334515, Instrument Manufacturing for Measuring and Testing, with a size standard of 750 employees. A determination by the Government not to complete with the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 22, 2024 8:00 am, ET will be considered by the Government.
