The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Hexagon Manufacturing Intelligence, 250 Circuit Drive, North Kingstown, Rhode Island 02852, for the acquisition of Spatial Analyzer Software and Maintenance Support needed by NIST, Gaithersburg, Maryland.
Sole Source determination is based on the need to renew Spatial Analyzer Software maintenance support and upgrades needed by the Research Facility Operations (RFO) Engineering Group at the NIST Center for Neutron Research (NCNR). The RFO Engineering Group is responsible for designing, installing, aligning, and maintaining neutron guidelines and instruments at the NCNR. A key aspect of this work is a suite of highly accurate 3D metrology tools.
The Spatial Analyzer software interfaces with these metrology tools to collect measurements and perform analysis. The RFO Engineers have generated a substantial quantity of data over the years using Spatial Analyzer. Spatial Analyzer software is the only software that can open and edit the Spatial Analyzer file format.
Failure to renew the Spatial Software and maintenance support would make thousands of measurements stored by RFO Engineers in the Spatial Analyzer software inaccessible if access to the software is lost when the current software agreement expires. Hexagon Manufacturing Intelligence is the only known vendor capable of providing software maintenance support and upgrades. The North American Classification System (NAICS) code for this acquisition is 513210 – Software Publishers.
The small business size standard is $47.0 M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 a.m. Eastern Time on June 27, 2024 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than the aforementioned due date.
