Sole Source determination is based on the need to renew Spatial Analyzer Software maintenance support and upgrades needed by the Research Facility Operations (RFO) Engineering Group at the NIST Center for Neutron Research (NCNR). The RFO Engineering Group is responsible for designing, installing, aligning, and maintaining neutron guidelines and instruments at the NCNR. A key aspect of this work is a suite of highly accurate 3D metrology tools. The Spatial Analyzer software interfaces with these metrology tools to collect measurements and perform analysis. The RFO Engineers have generated a substantial quantity of data over the years using Spatial Analyzer. Spatial Analyzer software is the only software that can open and edit the Spatial Analyzer file format. Failure to renew the Spatial Software and maintenance support would make thousands of measurements stored by RFO Engineers in the Spatial Analyzer software inaccessible if access to the software is lost when the current software agreement expires. Hexagon Manufacturing Intelligence is the only known vendor capable of providing software maintenance support and upgrades.
