CONFERENCE REGISTRATION SYSTEM SaaS SUBSCRIPTION CONTENT EXPANSION

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with Certain, Inc., San Francisco, CA, to broaden the features associated with an existing Professional Edition Conference Registration System SaaS Subscription beginning 1 Feb 2024 in Option Yr.

3 under Purchase Order 1333ND20PNB100565, by converting the number of virtual/on-site registrations bundled in the SaaS subscription to unlimited and incorporating professional services hours for customizing the SaaS subscription platforms features and functionality.

This is a sole source given Certain Inc. is the exclusive developer, seller, marketer and distributor within the US of the Professional Edition Conference Registration System SaaS software solution capable of handling PII and fully compliant with all relevant Federal and NIST IT security, privacy and payment requirements. Access to the platform and the content available therein is not available on-line through any other interface or vendor.

A firm fixed-price purchase order modification revising the basic SaaS subscription content for the remainder of Option Yr. 3 and outyear 4 will be issued on or about 31 Jan 2024. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. The government will consider responses received by 5:00PM, EST, 16 Jan 2024. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
