Notice of Intent to Sole Source The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of Inspection, Assessment and Repair of Port Structures Course of Instruction (COI) to American Society of Civil Engineers. Port assessment and repair training by ASCE provides mission specific skills vital to the Naval Construction Force.

Mission specific training will include understanding of port facility functions, assessment analysis, data collection, reporting criteria, data organization, condition index rating, capacity reduction due to degradation, repair plan development, repair validation, along with practical applications.

The training by ACSE will provide the Waterfront Construction Company the fundamental knowledge and expertise necessary to carry out capabilities not taught by any other waterfront construction incorporation. capacity reduction due to degradation, repair plan development, repair validation, along with practical applications.

The publisher for the copyrighted material is the American Society of Civil Engineers (ASCE). A training gap has been identified as critical in conducting waterfront construction and is a Required Operational Capability of the Waterfront Construction Companies, per NTA 4.7.1.2.2.

NCG-2 and CSFE does not have an established course curriculum in place to teach this course. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 611430, with a Small Business Size of $15 mil. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing.

Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response.

If no responses are received, within 1 (one) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
