X-ray Blades EAPS (Engine Air Particle Separator) Scan (Equipment) Upgrade of Existing System

Pre-solicitation Notice THIS IS NOT A REQUEST FOR PROPOSAL Commander, Fleet Readiness Centers intends to solicit a contract for negotiation with Marietta Nondestructive Testing LLC (MNT)., 530 Commerce Park Dr. SE, Marietta, GA 30060, per 10 U.S.C. 3204(a)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements.”, as implemented by FAR 6.302?1.

MNT is the original designer, developer and manufacturer of the software and is the only source with the requisite knowledge, experience and technical expertise to upgrade the Engine Air Particle Separator (EAPS) inspection system. The scope of the work includes upgrade of the X-ray Blades Engine Air Particle Separator (EAPS) Scan (Equipment), to the latest software, controllers to upgrade current vault capabilities and install a new X-Ray Vault with the latest software, controllers, and inspection system.

The anticipated contract is a single award Firm Fixed Price (FFP) with a period of performance of one year with anticipated start date to be 6 August 2024. This pre-solicitation synopsis is a follow-up from sources sought request for information, N6852023R0259, issued on 8 August 2024 pursuant to DFARS 205.205-71.

This requirement is being procured on a sole source basis in accordance with statutory authority permitting other than full and open competition under 10 U.S. C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (a)(2) in that MNT is the only responsible source and no other type of equipment will satisfy the COMFRC requirement.

MNT is the designer, developer , and producer of the X-ray Blades EAPS (Engine Air Particle Separator) Scan (Equipment) Upgrade of Existing System and the only known source that possesses the data, technical skills, and requisite knowledge to of the design, fabrication, operation, maintenance and support characteristics necessary for the X-Ray Blades EAPS Scan and X-Ray Vault to fulfill this need in a timely manner. This notice is for informational purposes only.

Note: This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability in response to this notice. However, the Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the work listed requires a substantial initial investment.
