Enterprise Service Bus (ESB) and Related Software Support

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a contract to eQ Technologic, Inc., 501 Office Center Drive, Suite 7, Fort Washington, PA 19034 (6SMR7) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 6.302(a)(1), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Aviation Product Lifecycle Management (AvPLM) Integrated Product Team (IPT) has a requirement to provide an Enterprise Service Bus (ESB) and related software to interface legacy data systems for an Enterprise Product Lifecycle Management (PLM) solution in support of the Program Executive Office, Aviation Common Systems and Commercial Services (PEO(CS)) and Manpower, Logistics, and Business Solutions (PEO(MLB)).

A sources sought notice associated with this synopsis was posted on 07 December 2023 to identify capability for this requirement. Based on the responses to the sources sought, eQ Technologic, Inc., was deemed the only company capable to fulfill the requirement. For this reason, the government intends to procure the requirement on a sole source basis from eQ Technologic, Inc. (Cage 6SMR7). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, all responsible sources may submit a capability statement, which, if received within fifteen (15) calendar days after the date of the publication of this synopsis, will be considered. The Statement of Work for this notice is listed as an attachment to this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. The Government will not pay for any information received.
